I think you should contact with Citizenship and Immigration Canada right away to explain your story (you want your baby born in Canada, and you don't have enough money to cover the cost, babab.....) and get a confirmed letter . - you have submitted an application for permanent residence in Canada, and Citizenship and Immigration Canada has confirmed that you meet the eligibility requirements to apply for permanent residence in Canada;
